Section 1. Operations All Council committees shall function under written rules and procedures approved by the Board. Section 2. Term The Board, by majority vote, may create and terminate such committees as it deems appropriate. Section 3. Membership Membership on other than administrative committees shall not be restricted to members of the Council. Section 4. Publications Reports and other documents of all committees that are intended for public
release as reports of the Council shall be reviewed and approved by the
Board prior to publication.
